Neil O'Halloran

Neil O’Halloran is the managing member and founder of O’Halloran Ryan PLLC.  Prior to forming O'Halloran Ryan PLLC, he was an executive at Countrywide Commercial Real Estate Finance, Inc., where he headed the legal and transaction management function for the New York, Chicago and Atlanta offices, and oversaw the closing of over $5 billion in commercial mortgage and mezzanine loan originations. Mr. O’Halloran was previously a real estate associate for 7 years at Kelley Drye & Warren LLP, the international law firm based in New York City.

Mr. O'Halloran earned his undergraduate degree with honors from Fairfield University in 1994 and his Juris Doctor from the Fordham University School of Law in 1997.  He completed a judicial clerkship for the Honorable Gary S. Stein, Associate Justice of the New Jersey Supreme Court, for the 1997-98 Court term.

Neil is a member of the bar of the states of New York and New Jersey.

William Crowe

Bill Crowe is a partner at O’Halloran Ryan PLLC.  His primary practice areas are real estate and commercial transactions, including representing individuals, developers, lenders and businesses in financing, acquisition, and leasing work.  Mr. Crowe received Rising Stars designation for 2021. He was selected for this honor subsequent to undergoing an evaluation of many different factors including peer recognition and professional achievement.

Mr. Crowe earned his undergraduate degree from Colby College cum laude in 2008, and Juris Doctor from the Fordham University School of Law in 2013.  During law school, he served as a judicial intern to the Honorable Kevin Thomas Duffy, of the United States District Court for the Southern District of New York.

Bill is a member of the bar of the states of New York and Connecticut.

Ramy Odeh

Ramy Odeh is an associate at O’Halloran Ryan PLLC.  His primary practice areas are commercial real estate transactions, representing developers, lenders and businesses in acquisition, financing and leasing work.  Prior to joining O’Halloran Ryan, Mr. Odeh’s experience included litigation defense in a wide range of matters, including premises liability, labor law, security transactions, and products liability in state and federal courts in New York. Mr. Odeh earned his Bachelor of Science from the University of Michigan cum laude in 2008, and Juris Doctor from the Fordham University School of Law in 2013.  During law school, he served as the Editor-in-Chief of the Fordham International Law Journal.

Ramy is a member of the bar of the State of New York.

Enoch Pei

Enoch Pei is an associate at O’Halloran Ryan PLLC.  Mr. Pei earned his undergraduate degree from Stony Brook University in 2010 and Juris Doctor from the Fordham University School of Law in 2020.

Prior to law school, he served as a Legal Assistant in the Special Investigations Bureau of the Office of the Bronx District Attorney.  During law school, Mr. Pei served as a judicial intern for the U.S. District Court for the Southern District of New York and as a Notes and Articles Editor of the Fordham Urban Law Journal. Enoch is a member of the bar of the State of New York.

Philip Ubriaco

Operations Manager

Phil Ubriaco is the operations manager at O'Halloran Ryan PLLC.  While earning his undergraduate degree at Holy Cross, Phil spent one summer interning at the firm and another interning at Griffin Communications.

Phil earned his undergraduate degree from the College of the Holy Cross in 2015.
